What are Personal Budgets?

A Personal Budget is designed to provide individuals who currently receive services greater choice and control over their support arrangements. The government is committed to piloting personal budgets with a view to rolling them out nationally should they prove successful.

Personal Budgets open up the range and availability of services to match needs, and will stimulate the market to respond to new demands from users. This new approach will require radical changes to the way services are organised and delivered, which will help shift resources away from building and budget-led services that do not meet needs or expectations.

Why are they being introduced?

Personal Budgets are part of the government's commitment to offer individuals greater choice and control over their support arrangements, in keeping with the Health and Social Care White Paper: Our Health, Our Care, Our Say.
